The design for this project started with an unimproved City right of way and added transportation, ADA, storm sewer, water, sanitary sewer, a box culvert, two traffic signals, and franchise utilities. Other improvements included similar improvements along Northwest Avenue as well as widening for pedestrian improvements and an overlay. The newly designed roadway includes two travel lanes, bike lanes, planter strips, and sidewalks on both sides. This project required federal level permitting, including wetland mitigation, an Hydraulic Project Approval, and other local permits. ROW acquisition was required, along with relocation of major Puget Sound Energy overhead power. Along with design and permitting, R&E also provided material documentation for the construction phase of this project.
